The Shenyang Institute of Automation, the Chinese Academy of Sciences, the Hefei Institute of Physical Sciences, the Chinese Academy of Sciences, and the China National Environmental Monitoring Center jointly undertook the four tasks of this key project with an implementation period of 4 years.
